Conversion of Tiff to searchable PDF

I need to convert thousands of Tiff files to a searchable PDF and maintain HIPPA compliance. Is there an Adobe solution for this?

Acrobat can do all of this. It can convert the tiff image into a pdf and scan it via OCR to make it readable/searchable.

Using adobe 9 i was able to convert and run OCR scan.
