Convert PDF to DOCX on server

Question

I need to convert PDF documents to DOCX as part of a solution for our clients. Initially I was planning on using the Document Services API, but the client doesn't allow us to send documents to third party services.

Does Adobe have any software solution that can convert documents on a local server instead of converting in the cloud? I have looked into using Acrobat Pro together with the Acrobat SDK, but understand that the EULA does not allow for server-side installation.

AEM, Acrobat Experience Manager, has many interfaces for use of enterprise servers. Including this. It has its own forums.
