convert pdf to pdf

we are starting to use an e-depot for durable storage of archives. we therefor have to convert documents to durable formats. PDF 1.3 is, according to the law not durable. we would like to know if we can convert a document in PDF 1.3 into PDF 1.4 or 1.7 without loss of information, OCR or authenticity?

the problem is solved by buying Adobe arcobAt pro

It can convert to diverent pdf versions

What law? This is nonsense, dangerous and misleading. Please be exact about the requirements you are trying to follow.

I am talking about de archive law in the Netherlands. We have to save our documents to certain standarts and one of them is that documents have to be storage durable an PDF 1.3 is not mentioned as durable

Law makers sometimes make stupid laws, of course - but software makers do not always oblige them by making stupid functions in their apps ! It is remarkable though if PDF/A-1 (which is PDF 1.3+more) is not accepted as durable, since that is its whole purpose. Please link to info about this law. Exact details please. In Dutch or English.
