Create 17 x 11 pages with 16 2 x 3.5 cards to print at Fedex

For my daughter's wedding, she would like me to have printed place cards and table assignment cards - each an individual .pdf file.  There are 117 of them.  For some reason Fedex can't make this work.  They want me to create 8 17 x 11 pages, each with 16 of the smaller .pdf files. I asked Adobe support, but they said I should do it in printer setting, but I don't know how to created the pages.  (I did try to create a table in Google Docs to bring into Adobe, but none of the formats that I can save are readable by Adobe).

Fedex also said I need to address bleed and crop marks, but I can probably figure that out.  If anyone can help you would make an old father very grateful.
