create an automated completed certificate of completion

Hello:

We would like to create an automated process, where the student will receive a filled out certificate of course completion that he/she can submit the certificate to a licensing/certification authority for continuing education credit. The course is adminstered online through Blackboard LMS system. The student has to pass a review quiz with a score of 75% or greater in order to receive credit. Blackboard has an adaptive release feature that will allow student access to course content upon meeting criteria (example: 75% or greater score, etc.) , so we can link to other programs or sites if needed. We want a method that is automated, yet have some layers of security to avoid the student making fraudulent copies for his friends to submit. Any ideas?
