Create hyperlink to open an excel spreadsheet cell

I have a pdf that's links to an excel workbook with multiple sheets. The current link always opens to the last active cell when it was last saved. The spreadsheets are updated periodically and I want the hyperlink in the pdf to go to a specific sheet/cell for the user to see updates.

The pdf and workbook are sharepoint files that have web addresses as the hyperlink.

Can I create links that open to a specific cell in a spreadsheet?
