Create Pdf form from scratch

I formerly used Adobe Pro 9 - and could create forms in the application from scratch. Where is the capability in the 2017 version of Adobe Pro which will allow me to do this?  I just bought the new application and am not able to find that feature.

You mean LiveCycle Designer? It’s gone. Nobody now makes a form entirely in Acrobat. The static background part is made in another app like Word.

You can use PrepareForm tool to create form from scratch.
