Creating Mailer Postcards - Is Adobe Acrobat the Correct App

I am new to marketing and Adobe Acrobat, a late bloomer, but enjoying learning.  I am working with a friend who sells ads for a mailer postcard.  He has asked if I could set it up for his printer.  Some ads come as a pdf, some as a jpeg, some in word.  I use Acrobat to convert the pdfs and word files to jpegs and insert them into my template in Publisher.  Someone suggested going from Raster to Vector for the photos. I have no idea what that is.  I subscribed to Acrobat and am taking online classes.  Is Acrobat a better app to create this postcard in, should I stay with Publisher, or is there a better way?
