Creating simple fillable forms

So I have this issue where I make fillable forms with a signature line. They form looks great on my end. When I send the form to be completed, individuals that receive the form, when opening in their web browser do not see any fillable fields at all.

 

So, ok,  I can tell people that they have to download the unfilled out form, save it, then reopen it from their computer. Ok - not awesome but workable. Now, when people open it, the signature field is still not "fillable" and doesn't show up as an available field. Or it does if they have Acrobat pro, but then it is a certified signature that is requested. Not simeple. 

Shouldn't anyone who receives the form be able to open it, even in Acrobat Reader, and complete the form? This product should be able to easily do that and not make it so burdensome for people to complete. ANy advice or guidance is appreciated.

Don't send the form as is, use the "Request E-signature" feature in Acrobat.
