Creative Cloud installations fail or hang at 42% See Error: "Failed to install."

I cannot seem to install Acrobat Pro DC through the Creative Cloud. It errors out at about 42% every time. All of the other apps install just fine, but this one will not install and I cannot find any help on Adobe's help pages or FAQs. Can anybody help me with this?

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials

clear your temp and tmp folders.

quit the cc desktop app

restart the cc desktop app by right clicking and clicking 'run as administrator'.

Your instructions are helpful but not very clear. Which temp folders? I’ve cleared the Windows temp folder and all the temp folders that seem to be associated with Adobe. Then, I loaded the Creative Cloud app and ran it as an administrator. But . . . same result. The same error occurs. Any further advice? This is totally holding up my work at the moment.
