Custom Tool Disappears - Acrobat 2017

I use Adobe Acrobat 2017 on a regular basis.  Lately my Custom Toolbar disappears after closing a document.  I have uninstalled and reinstalled Acrobat from my computer, checked for updates and tried repair installation with no change to this problem.  I have recreated and saved my custom tool bar numerous times and it continues to disappear.

    This looks like a rights issue on your computer. What is your OS ?

     

    Between uninstall and install, did you perform a clean-up operation? https://www.adobe.com/devnet-docs/acrobatetk/tools/Labs/cleaner.html

    I had not performed a clean-up operation originally.  I have since uninstalled, performed clean-up, and reinstalled again.  I am still experiencing the same problem.

     

    I am using Windows 10 Pro 64 bit
