Customise Toolbar Option very limited

The new interface seems very frustrating on a number of levels but one issue thats driving me mad and breaking my workflow is the seamingly limited way the toolbar can be customised.
In previous versions I could simply drag my commonly used tools to the menubar for easy access and there seemed to be no limit to how many tools I could add.
In this current version it seems one cannot do that and the only option is to add to the toolbar, however it seems that we are limited to two user choices and are stuck with the default tools whether we use them or not.
See attached screenshot. I would like to add the Crop tool but everything is greyed out.
Am I missing something here?
