Is there any option available to move the tools to the top of the page as the older version did?

I had the same issue, did not like the new UI. I think it was View or Menu/Preferences/Disable new install. Top left nav menus.

Answer is no.

Consider the "new Acrobat" as a beta version, many features are still missing or half-implemented.
