Czech regional settings

Good day,

where in the PDF form I set the language set for the whole form - I need Czech characters - they are deformed when filling out the form.

There is no such setting. You need to apply a font that supports these characters (I would think almost all of them do, as these are basic Unicode, or maybe even ASCII, chars, but I guess not...), on a field by field basis. I recommend sticking to standard forms, like Helvetica or Courier.
