Can you share a screenshot to help us understand what you are trying to achieve?

Also, can you confirm the exact version of your software?

If in File>Properties>Security tab, you can see that you have permission to edit the file, using the Edit tool in Acrobat DC (Not reader) you will be able to edit the text.

Also, you can open the file in a recent vewrsion of MS Word (just File >Open but select your pdf instead of a docx) and edit the text.
