Disable 'Add a new attachment' in Acrobat Pro DC

Hello,

I'm trying to disable the feature under attachments 'Add a new attachment' where users can go and embed documents or files in PDF. 

Any idea how can I achive this for an enterprise environment and not indiviually? We already block users from opening any attachments, but we also want to disable the featuer where they cant attach anything either.
