Disable Creative Cloud Desktop

Question

We have a subscription license for Adobe Arcobat and for 99% of our users this is the only application they use.  CC is taking up a great deal of resources on some of our older devices and we'd like to have a way to disable CC on startup for multiple users.  I have tried a reg key that I saw on another board but it does not work and disabling on each machine indivisually is not an option for us.  Does anyone know of a way to do this?
