Does Adobe Acrobat support designing and filling out forms in Arabic?

Just like @try67  mentioned, Acrobat supports filling out a form with Arabic text. As for designing it, well, we usually don't design a form in Acrobat, instead we use Adobe InDesign, or Microsoft Word and others to design the static form, covert it to PDF, then opening the PDF in Acrobat and let Acrobat to make yor static form which you designed elsewhere to a fillable form and recognise the fields automatically. 

Another step for Arabic form is that you need to change all the Arabic fillable fields to have the "Right To Left" settings and apply a font that has Arabic glyphs such as Arial or Times.
