I need to create a fillable pdf form to display on a tablet for people to sign in on then email the completed pdf.
People need to be able to enter their name in one field then able to sign their name next to it but not digitally sign/certify it
Any help would be great.

You can create a form on your desktop or laptop using the "Prepare Form" tool in Acrobat Pro DC and then use it on the tablet for intended people.
Steps to do so can be found here: https://helpx.adobe.com/acrobat/using/create-form.html.
Once you've done this, you can share the file on mobile. The only catch here is to set up the submit button so that it shares the complete file with all the data.
If you already have the email account where the filled forms would be sent, this would be the best way to get this through.
While Acrobat Reader Mobile supports JavaScript to a minimal extent, the Submit button is available on mobile.
