Droplets and Hot folders

I'm trying to create a droplet or something similar that can analyze and fix pdf files in bulk.  For instance, many times we have images and documents not set to 8 x 11.  I use a Preflight setting to scale all in the file to 216 mm x 279 mm (roughly 8 x 11).  This works great except the User guide (below) seems to imply I can create a droplet to automize this across all of my files at once or use "hot folders."  I set up a profile just for this preflight fixup and set the droplet to run this profile, but it doesn't apply the fix.  I get a report identifying the fixup, but when I open the pdf, it is exactly the same as before running the droplet (not to the scale I specified).  Also, I searched the user guide for "hot folders" but didn't find any applicable results.  What are these hot folders and how can I set them up to automatically convert jpg to pdfs then run my preflight setting? If you routinely use the same preflight profile to inspect documents, you can use a droplet or a preflight action to process files.

A droplet in Preflight is a small application that runs a Preflight inspection on one or more PDFs that you drag onto the Droplet icon 

 

You can save a droplet on the desktop or to another location on your computer.

Like droplets, a preflight action inspects multiple files at once, separates successful files from problem files, and creates reports in designated locations. In addition, hot folders can convert multiple file types (JPEG, HTML, RTF, and so on) to PDF or to PDF/X using conversion settings you specify; inspect the files using specified profiles; and output them in any format Acrobat supports, including PDF and PostScript.
