Edit old pdf docs

Dear Community,
10 years ago a consultancy created us working files in pdf version. These files are still in use, but are partially outdated. We have no more contact to the consultancy, cant ask for an updated version.

My question: Would Adobe Pro be able to make those old pdfs editable for us to update internally? 

Or we would have to recreate the whole doc from scratch?
