Edit scanned pdf in image format

I have a scanned pdf with some text and images, that I need to edit.

I can do what I need to with the "convert to image" format of editing, however instead of giving me one image ie. the whole page as one image, i get multiple overlapping images.

It is possible to get these to present as one? or merge them together?

You can export the entire page as an image via File - Save As Other -

Image. Then edit it and create a new PDF from it when done.
