Editable PDF Bullets Separated

Hi folks,

I've created bulleted lists in InDesign CC 13.1 and exported as a .pdf. When using the "Edit PDF" function in Acrobat Pro DC I see that some of the bullet points are combined with the text fields and some are separated (See image below).

I need all of these bullet points to be combined within the fields so it is easy to add bullet points when editing within Acrobat.

The bulleted lists under each heading are part of the same text box and paragraph style so it is odd that some are separating the bullets. Perhaps this is par for the course?

Any help would be much appreciated!
