Remove the security by changing the security method to NONE. But beware of assuming that an inability to edit must mean it is password protected. There are other possibilities, like being Reader Enabled.

Thanks for the speedy reply. I'll provide more detail now. I have a situation at work where a pdf form is created with fillable fields and then locked so users can fill in the data, but not save a copy. They have to print it in order to keep the data. These are forms that contain confidential personal health information and the organization's policy is to not allow users to edit and save this information on their computers. However, I have heard that some staff are able to unlock the form and edit and save, send by email to others. Is this possible and how would they be able to do this? Thanks.

This is puzzling because there is no security option for Acrobat that will stop saving. Sometimes people mistake an accident for a policy.

The general rule is: a PDF is a file. A file can be saved. A saved file can be shared or emailed with the world.

So... let's start with what security is set in the hope of stopping people saving a copy.
