Electronic signature fields tooltip default

When adding electronic signature fields, it seems like they have a tooltip automatically added, but the tooltip is not set in the field properties. 

 

Is this by design? Its visible during hover over and gets read, but is not visibly setup in the field properties and should be.  PAC produces an accessibility error due to the tooltip not being setup correctly. Is this something Adobe will be fixing?

    This is the default behavior of the application, the option to turn off the signature field tooltip is not yet available.

    Why is this the default behavior? Why would the default be to not include this "default tooltip" in the field properties tooltip?
    Is there a reason it is setup this way?
