Error 1328 for Acrobat Installation - Windows 11 23H2

I'm seeing Error 1328 during installation of Adobe Acrobat standalone. I've highlighted my system configuation and installation attempt timeline below.
System
- Windows 11 23H2 (Build 22631.2861)
- CPU: Intel(R) Core(TM) i9-10900 CPU @ 2.80GHz 2.81 GHz
- Installed RAM: 64.0 GB
- GPU: NVIDIA RTX 4060 Ti (8GB)
- GPU Patch Level: NVIDIA Stuido Driver (ver. 546.33)
- Antivirus: Windows Defender (with all features turned on)
Timeline
- December 30th: Installed Adobed CC
- Via CC installed Photoshop, InDesign, and Acrobat
- January 2nd: Noticed Acrobat installation was corrupted and unusable
- Attempted uninstall via CC but CC showed progress up to 2% or up to 100% but Acrobat remained in app list and was not uninstalled.
- Stopped Adobe services and attempted uinstall from Windows. Windows reported that paths were incorrect and the application could not be uninstalled.
- Used AcroCleaner to remove Acrobat. This appeared to have been successful.
- Rebooted machine
- January 2nd: Attempted reinstallation of Acrobat via CC.
- Installation failed
- January 2nd: Completely removed and reinstalled Adobe CC and applications
- Photoshop and InDesign installed without issue.
- Acrobat still failing to install.
- Ran AcroCleaner again to be safe and rebooted.
- January 2nd: Attempted Acrobat installation via standalone installer.
- Installation fails with error: "Error 1328.Error applying patch to file C:\Config.Msi\PT4C76.tmp. It has probably been updated by other means, and can no longer be modified by this patch. For more information contact your patch vendor."
- Have received this error attempting to install to different root directories and after running AcroCleaner and rebooting.
- January 2nd: Have referenced multiple articles and community posts regarding these errors but cannot find resolution for new installations.
- Directory C:\Windows\Installer\$PatchCache$\Managed\ is empty.
- C:\Config.Msi\PT4C76.tmp does not exist.
Is there updated guidance available for this issue?
