I have an error 16 on Windows 10, using Acrobat XI or DC. I've followed the steps in:

Configuration error in Adobe Creative Cloud or Adobe Creative Suite

and the issue persists.

Install update and subscribe to Acrobat

uninstall all acrobat and all reader versions.

set permissions on your slstore and adobe pcd folders per your message 1 link

clean per Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs

restart your computer

reinstall acrobat dc
