I get this error message sporadically in IE and Edge trying to view a PDF. Sometimes it opens PDFs just fine and other times I get this error.

Which software was used to create the document and which software and version was used to convert it to PDF?

Not sure how when using the ADP application feature to 'View as PDF' and immediately opens an illegiable PDF in Adobe with error message.
