Error message opening PDFs

I get this message every time I try to open a PDF file.  Even if it's one I created using my subscribed Adobe PDF.  I never had this trouble with Adobe 2017 when I had it.  And the PDF files open just fine if I open them with Microsoft Edge.  And this popup will not go away until I click it multiple times.
