Sorry for the delay in response.

 

Please try updating the application to the latest version (Acrobat Pro DC 21.011.20039) and check if you still experience the issue. In the application, go to Help > Check for updates.

Well, that's not right! As you probably know, it should look something like this when you select that tool:

Just out of curiosity, what happens when you try the same thing but from the menu as shown below?

Meanwhile, since this occurred after an update to a newer version, I'd suggest you rebuild Acrobat's Preferences. You can see how to do that here:
