Exporting Measurements to CSV

Hello, my job entails reading construction takeoffs and supplying material quantities needed, as such I use Adobe to take measurements of the takeoffs and I export these to Excel via a CSV file. 

This usually works flawlessly, however, there are times when I am unable to use the Change Scale Ratio and Precision option to scale the measuring tool to the required scale (it doesn't appear when right-clicking). I've figured out a workaround for this by going to Preferences and deselecting "Use Scale and Units from document (when present)". This enables the Change Scale and Precision tool and produces accurate measurements based on my scale, however (as I'm now discovering), those measurements taken in Adobe for some reason seem to revert back to their original measurements when they are exported.

Looking for some help to determine why this is happening and what (if anything) can be done to correct it?
