Extended PDF forms, cannot be saved by recipient (when attached to another PDF)

I am attaching "Extended" PDF Forms to a PDF Form. When the recipient opens the attachments that are Forms, they see a message that says they will not be able to save the Form. They will need to Print the form to have a copy for their records. I have tried saving the main PDF as extended in addition to its attachments- but it is still not allowing the recipient to save the files. HELP?
