Failed Acrobat DC VDI Install

Machine:

• Golden image for our VDI environement.
• Machine is fully updated with windows update

Following the instructions on https://www.adobe.com/devnet-docs/acrobatetk/tools/VirtualizationGuide/citrix.html 

Created a new Adobe 64 Bit package and then I ran the following command from an elivated CMD:

Setup.exe /sALL /msi ROAMIDENTITY=1 ROAMLICENSING=1

Results:

I have also tried running this with the --silent switch through PDQ Deploy and get the same return code.

Any ideas on what I am doing wrong?
