Failure of internal links

I use MS Word 365 and Acrobat DC for writing technical manual. Until a few days ago, when I add a hyperlink to a heading to link it backwards to the automatically generated table of contents, the 2-way link existed in the PDF version when I converted it using Acrobat. But now, no links at all appear in the PDF version! Has anything recently changed in Acrobat DC, or Word 365?
The 2-way links are functioning normally in the Word file.

2 of my colleagues and I have similar experience. We're using the subscription-based Office 365 Word and Adobe Acrobat Pro. We use Saved As PDF. Internal and external links work ok in Word DOCX. External links are fine in the PDF but the internal links fail (they retain the blue font but are mere text without links). Up until about 4 days ago (can't tell exactly), we were able to generate PDFs from MS Word DOCX with functional internal links. Since then, the internal links in newly generated PDFs (from MS Word) have failed. I experimented by using WPS to generate PDF (Save As PDF), and the internal links worked well when the PDF was viewed in Acrobat. So, it seems that the problem is with MS Word. We have not changed any settings or options in the past few days.

That sums up my experience precisely.
I can still build internal and external links in individual chapters using MS Word's 'save to PDF' but when combining PDF chapters using Acrobat to build the manual, the individual headings in the Bookmarks column are missing; only chapters file names are present.
In your experience, what's the best way to pass this problem to MS?

How do you save the PDF? Save as PDF? Or Save as Adobe PDF? Or do you convert some other way?

Save as Adobe PDF, by using the "Acrobat/Create PDF" in the ribbon.
