Fields not tabbing in correct order

I'm pulling my hair out. I've done many of these forms and I've never had this problem. 

I'm attaching screenshots. 

My fields are numbered and listed in the correct order. When I tab in "Prepare a Form" it tabs correctly. When I send the form to another email and complete it on my own, they tab incorrectly (though consistently). 

I disabled "Automatically adjust tab order when modifying fields" as a troubleshooting step and nothing changed. 

I've tried tabbing by structure and row. No changes. 

I haven't tried manually sorting because they're already in the correct order.

 

How do I fix this? I've even deleted and recreated the DOB field and it still doesn't function correctly.

I'm showing the DOB as field 13 both on-screen and in the fields list.

The other fields are in logical tab order and the PDF tabs as expected (with DOB being the last field).

Since you've already tried most of the troubleshooting steps without success, could you let us know if this issue started recently or if it has been happening for a while? Also, please share the version of the Acrobat application and your operating system. You can check this by going to Help > About Acrobat. Make sure you're on the latest version (25.01.20458) by selecting Help > Check for Updates, and then restarting your computer.

Additionally, please check whether this issue occurs with all forms or is specific to one file. If possible, sharing a short screen recording of the steps you’re taking and how the issue appears would be very helpful for our investigation.

Thank you! I stepped away for a few days and I'm back to frustration. I updated the product and there was no improvement. I'm attaching 2 screencasts. One shows the tab numbered and tabbing correctly inside Adobe. The other shows the incorrect tabbing from the user's end.
