"Acrobat 9 Pro v 9.0.0"

The latest available version is 9.5.5, you should go to the Help menu : Check for updates.

You can't, unfortunately. Not all tools respect the security policies.

However, if you apply a File-Open password that will encrypt the entire file and will make it much more difficult for such tools to modify it.

Thanks for your reply. I tried your suggestion of using File-Open password and seems to be working, even after eliminating this File-Open password but maintaining Permits password.

What security settings does you use?

Thanks for your reply. I am using spanish version, I just selected Archivo>Propiedades>Seguridad (File>Properties>Securty>) in Sistema de seguridad: (Security system:) I chose Seguridad mediante contraseña (Security by password), then in dialog box I chose Restringir la edición e impresión del documento (Restrict document edition and printing), defined contraseña de permisos (Permits password), selected high resolution printing permitted and in Cambios permitidos (Changes permitted) selected Ninguno (None), and clicked accept. I didn't defined/changed any other security setting.

I tried suggestion of try67 below and seems to be working.
