What exactly happens, what is removed when a file is saved as a Reduced Size PDF?

That is my point. Nobody seems to know, and Adobe haven't documented it (probably so they can change it freely). If you do not have optimize PDF, then you perhaps have only Acrobat Standard. If you want full control you need Acrobat Pro.

Nobody knows in detail. Some unnecessary things, image quality may be reduced to a level just suitable for office uses. I would say: if you are concerned enough to ask, DON'T USE IT. Instead use File > Save As > Optimized PDF, which gives full control over what is removed or degraded.

I do not see Optimized PDF as an option to Save the File with. I do know that the picture quality might be reduced and I know this cannot be used on signed documents.

I'm just looking for what the default settings might be for this option.
