Fill-in fields locking when document is saved

I have a fill-in PDF document that is locking the fields when the user saves the document.  I design the form in InDesign, then export to PDF, then add fill-in fields using Acrobat Pro.  The users generally have only Adobe Reader.  When I save the fill-in documents, I do Save As Other > Reader Extended PDF > Enable More Tools (includes form fill-in and save) ...  I have been doing this for many years.  This most recent document, though, is locking the fillable fields when the user saves the document, even if they haven't signed it.  The document goes to several people to review, add their comments, and then sign.  I have the signature fields set to only lock the signature and date signed field for that each signature.  What can I do to fix it?

I discovered after I posted the question that the "Locked" box in Signature field properties was, indeed, checked.  I'm not sure how that happened because I usually don't check that box.  I think I'm good now.  Sorry for the bother.

p.s.  I misspoke in my original post.  Yes, one person had signed and it locked all the fields except the other signature fields.
