Fillable Form Using Adobe Acrobat Pro DC

I've created a fillable form using AA Pro DC.  Do the people I send the form to complete have to have the same software?  Those I've sent it to so far to fill out only are able to open/read the form; They can not fill it out.  Have I missed a step in the set up?  Do I need a different program?

      No, they can do it with the free Adobe Reader.
