Fillable PDF form

This is my first time here so please bear with me.  Through Adobe Acrobat 9 Standard I have create a PDF Template fillable form to run in Oracle.  The Temple was created from an Word RTF that had security turned off.  The data is coming from an XML data template.  After I run the job the form is filled in with the data that should appear.  I save the PDFG form onto my system and then open in Reader XI. 

Here's the problem.  I cannot change any of the pre-filled items or do the check boxes.  I can add data into empty fields through the Comment on the right and add digital signature.

The question is:  How does one change the pre-filled data and the check boxes?

Unfortunately I can't.  The system that I am running the form on is not accessible to anyone on the outside.  The company I work at does government work and a few years ago was hacked by the Chinese.  Since that time they shutdown the link to the outside.  The Feds were pretty ticked and insisted that the link to the outside be severed.

This system that I am on here is the corporate network and that does not have access to the division network.

Can you change the form with Adobe Acrobat 9?

Yes I can change the PDSF form in Adobe Acrobat 9.  That is where I am doing the adding of the Oracle placeholder fields.

Nope.  I purposely left all the boxes unchecked and left them all visible.

Are the form fields set as read-only?
