Fillable pdf form templates

Adobe representative created a fillable pdf to use as a template but after I fill it in and "save as" a new document, that document doesn't appear with the same info when I email it to someone else.  We are getting multiple different scenarios and I can't reach anyone to screen share again.  Documents have arrived blank, partically blank and/or incorrect data.  These are maining fillable IRS pdf documents.
