How do I make fillable table in Adobe acrobat expand with text?

Unfortunately, Adobe Acrobat doesn't reflow PDF objects content in that fashion.

 

But, with a combination of Acrobat JavaScript scripting and some of the built-in features that Acrobat provides, you may be able to develop a similar experience for your PDF users.
