Fix the position of Sticky Notes

Whenever I add a Sticky Note to a file, I noticed that it moves around with me when I scroll down or up.

I just want to leave a comment and make sure the Sticky Note stays in the defined position which I set.

How can stop these Sticky Notes from moving around with me while I am scrolling?
