Floating horizontal toolbar (sticky)

Please give us a floating bar with flip and stick functionality. The request is two part:

(1) THE FLIP: Please program a floating toolbar that cab be flipped horizontally. The vertical bar can be problematic on both small and large format screens. On small screens it may float over the text (where documents are maximized for readability) making documents less readable (I see this problem commonly in Adobe Discussion threads). My problem is that I use a large screen, and often review wide format documents (maps, plans, etc.) or I am using a two-page view. With my bigger screen, the little floating bar feels like it is a mile away from me, and putting it in the middle of the screen is out of the question because it would hover over my wide format documents. At the top of the document, a floating horizontal bar would be much more bearable.

(2) THE STICK: Please make the floating toolbar sticky (i.e. allow it to stick to the top/side of the screen, which functionally turns off the float). This is a common feature in Illustrator and other products, which allow me to stick and unstick (returning to float function) various toolbars at my leisure. I use this feature heavily in Illustrator, so I know that y'all can do it!
