Form no longer fillable after save as

Hi - I created a fillable form and saved it in a general location for everyone to acess.

When they open the form, fill it then do a save as to their folder it is no longer fillable in their folder.

Any suggestions on why this is happening and how to fix it ?

Are the users signing anything with the Fill&Sign tool as part of the form compketion process?
