Forms in pdf is locked and we can´t scroll

Hello,

I have run in to a problem. We have a PDF that we need to add text into different forms. The PDF has been sent to us so we can´t edit it more than fill in the blank forms. 

We have now added all the information and saved it but when trying to go back and do some more editing we run into a problem. There is no way to edit the forms and you can´t scroll in the forms either, they are locked. 

When trying to print the pdf we can´t see the information that you need to scroll to read. 

What has happened and how can we fix this? We need to share the document with another person as well so he must be able to scroll the forms.
