Forms still saving typed data (form should only save a blank form)

Hi folks,

I have a form that was created with Adobe LiveCycle Designer ES4.  I am opening it with Adobe Acrobat Reader 2017.

 I am trying to prevent users from saving completed pdf forms locally.

 The form has the message "Please fill out the following form.  You cannot save data typed into this form.  Please print your completed form if you would like a copy for your records", on the top when I open the pdf file.

 When I select File -> Save As, I get a "Save a blank copy of this form" dialog box, I click the Save a Blank Copy button.  Unfortunately, the saved form still displays the typed data in it and not a blank form.

 Anybody have any ideas on what's wrong?  Thanks in advance
