FrameMaker TOC links won't generate in Acrobat

I have FrameMaker 11 and Acrobat Pro XI. I created a TOC in Frame with the Create Hyperlinks box checked. However, when I create a PDF, the links aren't there. All my other links are in the PDF, just not the TOC links. How can I get the TOC links to work?
