Frustrated by lack of user control over PDFs opened by the browser

Frequently the internet presents users and their browser of choice with PDF files that open in a new browser tab.  How is the initial view of the PDF file controlled?  I would prefer that PDF files open in a consistent way that I, the user, could control.  How can the user control whether sidebars, menu, page zoom, continuous vs. single page, and document navigation be displayed?

It depends on their local settings and the options available in each browser, and PDF plugin. There's no way to control it completely from within the PDF file itself, though.

My wish then would be that Adobe create a browser plugin for PDF viewing that consults a persistent user preferences file (like an .ini file) or registry settings so that the viewing interface presents the PDF according to the user’s defined preference.  This could be a new feature in the next version of Acrobat Reader.

That's not likely. An application can't force a user to use it if they don't want to. That's called a virus.
