getting error 1723 and dll missing error when i try to install acrobat standard xi

Adobe Acrobat Std XI was prompting to install updates, so I allowed it to install updates.  As soon as it installed and I opened Std XI afterwards, I got dll file missing errors.  Could not resolve with ideas posted on forums, so I finally uninstalled it and now cannot install it again.  Gives error 1723 error and says a dll file is missing.  I spent 45 min with Dell Tech support because laptop is a Dell and came with Std XI, which I had originally installed on the laptop using Dell Digital Delivery.  Dell support finally told me to call Adobe for help because nothing he did fixed the issue.  I wish I had never installed that stupid Adobe update.  Was working fine until then.  Adobe should not roll out updates that have bugs in them!!!

what's your os?

what dll file is missing?

are you using the acrobat installation file from dell, not adobe?

Windows 8.1 64-bit

Message says "Error 1723.  There is a problem with this Windows installer package.  A DLL required for this install to complete could not be run.  Contact your support personnel or package vendor.  Action ISSetupFilesExtract, entry: SFStartupEx, library: C:\WINDOWS\TEMP\MSI81EC.tmp."

The tmp file name changes every time the message is displayed but starts with MSI.  It does not say what DLL file is missing.

We are using Dell Digital Delivery, which displays Adobe Acrobat XI Standard under "Your Digital Purchases have been delivered."  It gives the option to install Acrobat.  When we start the installation, it asks for the language, so we select English from the dropdown box, then it starts showing a green status bar, and the error pops up.
